April 20, 2005
The April 20, 2005 meeting
of the Lake Lemon Conservancy District was held at the Benton Township Senior
Citizens Building and was called to order by Vice-Chairman Larry Ritter at 6:00
p.m.
Board
Members present: Marty Mann, Rex Taylor, Dave Hobson, Tom Kelly, Bruce Cassal,
Dennis Friesel, and Larry Ritter. Also
present: Bob Madden, Manager; Coleman Smith, Board Recorder; Rachel Atz,
CBU Representative; and LLCD Freeholders (see attached sign-up sheet).
II.
APPROVAL OF MARCH 9, 2005 BOARD MEETING MINUTES (Mann)
RITTER
MOTIONED TO APPROVE THE MARCH 9, 2005 MINUTES. KELLY SECONDED THE MOTION. ALL
“AYES.” MOTION CARRIED.
III. TREASURER’S REPORT (Friesel)
·
LLCD
received a tax check from Monroe County for approximately $43,000
·
Brown
County recently mailed tax bills to LLCD Freeholders, but the rate listed on
the bills were incorrect. A new tax statement will be sent to Freeholders in
the next 7 –10 days.
IV.
AQUATIC VEGETATION REPORT (Madden)
A.
DNR Lake and River Enhancement (LARE) Grant
·
LLCD
received a $1,900 LARE Grant for a plant management plan and survey in 2004.
Aquatic Control conducted the survey and wrote the plan.
·
As
a result of the plan/survey, LARE awarded LLCD $49,680 for the treatment of
Eurasian water milfoil (EWM).
B.
Aquatic Control Presentation (Nathan Long)
·
Nathan
Long reviewed the results from the 2004 survey and plan. He also presented the
expected costs of aquatic plant treatments for the next 5 years on Lake Lemon.
(see attached)
·
DNR
will be carefully monitoring aquatic plant treatments on lakes that received
LARE funding to make sure the money is used correctly.
C.
Award of Contracts – Aquatic Control, Inc.
KELLY
MOTIONED TO AWARD THE THREE AQUATIC PLANT MANAGEMENT CONTRACTS TO AQUATIC
CONTROL, INC. CASSAL SECONDED. ALL “AYES.” MOTION CARRIED.
V.
WATER TESTING SUMMARY (Madden)
A.
2004 Results (Bill Jones, SPEA)

Bill
Jones presented the 2004 Water Testing results to the Board. (see attached)
B.
Cylindrospermopsis raciborskii (Bill Jones, SPEA)
·
Jones
presented new information to the LLCD Board regarding a newly identified algae,
Cylindrospermopsis raciborskii. (see attached fact sheet)
·
Due
to the potential implications of the algae, Bill Jones will be constructing a
special monitoring and testing plan for the 2005 water testing on Lake Lemon.
·
Jones
will present his contract at the May meeting.
VI.
SRP UPDATE (Mann)
A.
SRP Freeholder Committee Report
·
The
SRP Freeholder Committee had its first meeting on Saturday, April 16th
at the Brown County Library.
·
The
purpose of the meeting was mainly organizational. The chair will be selected by
the committee at the next meeting and confirmed by the LLCD Board in May.
·
Mann
explained that the committee will follow similar procedures as the LLCD Board
of Directors.
B.
DNR Lake and River Enhancement (LARE) Grant (see attached letter)
·
LARE
awarded LLCD $100,000 to use for the dredging initiative. LLCD must match 50%
of those funds, with up to $20,000 of the match being in-kind services.
Therefore the LLCD match will be a minimum of $30,000 monetarily.
