Board of Directors Meeting Minutes

Riddle Point Park Shelter

August 20, 2005

 

The August 20, 2005 meeting of the Lake Lemon Conservancy District was held at the Riddle Point Park Shelter and was called to order by Chairman Marty Mann at 11:10 a.m.

 

BOARD MEMBERS PRESENT:  Marty Mann, Rex Taylor, Dave Hobson, Bruce Cassal, Tom Kelly, and Larry Ritter.  ALSO PRESENT:  Bob Madden, Manager; Aunna Huber, Board Recorder; Rachel Atz, CBU Representative, and LLCD Freeholders (see attached sign-up sheet).  ABSENT:  Dennis Friesel

 

I.                   OPENING COMMENTS

·        Mann thanked all freeholders for attending the meeting. 

 

II.                APPROVAL OF JULY 23, 2005 BOARD MEETING MINUTES (Mann)

 

RITTER MOTIONED TO APPROVE THE JULY 23, 2005 MINUTES.  HOBSON SECONDED THE MOTION.  ALL “AYES.”  MOTION CARRIED.

 

III.             TREASURER’S REPORT AND APPROVAL OF SPECIAL BUDGET MEETING MINUTES (Madden)

·        LLCD still owes Monroe Bank $70,000, but will attempt to pay it back using Monroe and Brown County tax checks in 2006.

·        Brown County 2002 taxes payable 2003 are expected in September.

·        Brown and Monroe County 2003 taxes payable 2004 are expected in late 2005 or early 2006.

 

RITTER MOTIONED TO APPROVE THE JULY 27, 2005 SPECIAL BUDGET MEETING MINUTES.  KELLY SECONDED THE MOTION.  ALL “AYES.”  MOTION CARRIED.  

 

IV.              BLUE/GREEN ALGAE BLOOM UPDATE (Bill Jones)

·        All lakes have algae.

·        Algae can produce toxins.

·        Lake Lemon has an alga known as Cylindrospermopsis raciborskii.

·        This is a non-native species from Indonesia. 

·        It was found in 2001 in Ball Lake, which is located in Steuben County in northeast Indiana. 

·        It has now been found in 20 lakes in Indiana.

·        Lake Lemon has the highest count on record.

·        A health advisory was issued by the Monroe County Health Department on August 6, 2005 to notify people to not ingest lake water.

·        Water samples are being sent to a lab in Florida and another in Wisconsin for toxicity analysis.

·        Toxin results are coming back with little or no toxins being detected.

·        Samples are still being sent in weekly to test for toxins.

 

V.                 FREEHOLDER SRP COMMITTEE REPORT (Mann and Weber)

·        The SRP Committee helps make political decisions regarding the Sediment Removal Program.

·        The committee hopes to be dredging by next summer.

·        The committee is looking into using a barge operation to remove sediment.

·        Sediment will be removed using an excavator and will then be trucked to a disposal site.

·        LLCD has a $100,000 grant from DNR to help fund the initiative.

·        The committee is developing a questionnaire designed to help formulate opinions for funding and prioritizing levels of service.

·        Dr. Frank Vilardo, retired SPEA professor, has a proposal to write a survey based on the committee’s set of questions.  See attached.

·        He will also analyze results.

 

KELLY MOTIONED TO APPROVE PROPOSAL FROM FRANK VILARDO TO WRITE A FREEHOLDER SRP SURVEY.  TAYLOR SECONDED THE MOTION.  ALL “AYES.”  MOTION CARRIED.

 

VI.              DOCKING SITUATION (Mann)

·        Not all freeholders own property into the lake.

·        Freeholders can lease property in order to gain access to the lake.

·        As the lake becomes more popular, docking and available shoreline becomes scarcer.

·        LLCD wants to provide freeholders who pay conservancy taxes with a dock space.

·        There is an area on the east end of Reed Point that has space limitations.

·        Freeholder J. Trueblood is concerned over safe access.  See attached.

·        More boats are in the area and he feels that it is no longer safe.

·        The board responded that the situation is not ideal, but the season is almost over and the issue would be best resolved next year when putting docks back into the water.

·        R. Scott, a lawyer representing freeholders in the area, suggested that everyone work together.

·        A study group will be formed to resolve the situation.

·        The board liked the idea of the neighborhood docking plan and would approve it as long as the board was able to look it over and make suggestions.

·        B. Madden suggested setting up a meeting Labor Day weekend to get ideas and suggestions.

·        Board could approve plan at the September board meeting. 

 

VII.           MANAGER’S REPORT (Madden)

·        The sluice gate near the dam on the west end of the lake needs to be inspected every other year, and is due for inspection this year.

·        CDS Construction out of Louisville, Kentucky has submitted a proposal.  This is the same company that has inspected the sluice gate in the past.

·        It will cost approximately $2100.00 for the inspection.  See attached.

 

KELLY MOTIONED TO APPROVE THE CDS CONSTRUCTION PROPOSAL TO INSPECT THE SLUICE GATE.  CASSAL SECONDED THE MOTION.  ALL “AYES.”  MOTION CARRIED.

 

VIII.        PUBLIC COMMENT (Mann)

·        There are lily pads west of the maintenance line.  They were sprayed last week but more pads should be sprayed.

·        Boats not stickered with LLCD permits are using the Chitwood ramp.

·        City of Bloomington Utilities land has been cleared by the western most channel in Chitwood.

 

IX.              NEW BUSINESS

·        None
