ANNUAL
MEETING
The February 8, 2006 Annual Meeting of the Lake
Lemon Conservancy District was held in the third floor meeting room of the
Monroe County Courthouse and was called to order by Chairman Marty Mann at 6:05
P.M.
Board Members present: Marty Mann, Larry Ritter, Dennis Friesel, Bruce Cassal, Rex
Taylor, and Tom Kelly. Absent: Dave Hobson and Rachel Atz (CBU). Also present: Bob Madden, LLCD Manager;
Aunna Huber, LLCD Lake Biologist; and Freeholder Members (see sign-up sheets
attached).
OPENING COMMENTS (Mann):
·
Mann welcomed all present to the
11th Annual LLCD meeting.
·
Several of the founding LLCD
Board members were in attendance: Earl Eberle and Bud Howard.
·
Mann also introduced the current
board members.
APPROVAL OF FEBRUARY 2, 2005 MEETING MINUTES (Mann):

TREASURER’S REPORT (Friesel):
SEDIMENTATION REMOVAL PROGRAM (Mann):
·
Mann noted that there have been many changes regarding the SRP including
the use of a barge/excavator operation instead of a hydraulic dredge.
·
There is an SRP committee that includes two members from each
district. They are charged with three
responsibilities.
1.
Recommend disposal sites
2.
Recommend a funding mechanism
· Hopefully up to $300,000 in
grant funds from DNR’s LARE Program will be available, but additional funding
will be needed.
· Additional funding can come
in the form of an increase to the special benefits tax; an exceptional benefit
tax; or perhaps an operation and maintenance tax assessment.
3.
Recommend sediment removal sites
· Use scientific data and
bathymetric maps.
· Use GIS to develop service
zones.
· These will be areas that are
10 feet from shore (to preserve shoreline and seawall integrity), with a
maximum distance of 60 feet, and 4 feet of depth. Areas that will fill in quickly, safety areas, and main boating
channels will be dug to 5 feet.
BLUE/GREEN ALGAE UPDATE (Mann:
LAKE MANAGER’S REPORT (Madden):

Madden referenced the
2005 Annual Report, reviewed the status of the 2005 goals, and discussed the
2006 goals (see attached).
·
A copy of the annual
report will be mailed to all freeholders.
PUBLIC COMMENT:
·
Freeholder G. Tala
expressed concerns regarding the new 2006 sublease agreements. The board concluded that these issues would
be addressed and clarified at the March 22nd board meeting.
· David Carrico and Gail Tala were the lucky winners of the drawing for a 2006 boat pass.
·
Mann presented Larry
Ritter with a framed photograph of Lake Lemon’s founding Board Members for
appreciation for his hard work and dedication to the LLCD Board of Directors
for the last 10 years. Bob Madden gave a speech on Ritter’s history and the
formation of the Conservancy District.
ELECTION
OF DISTRICT DIRECTORS AND 2006 BOARD OFFICERS:

Mann announced the results
of the District II election. Barb Ritter will be the new District II Director.

Mann announced the
results of the District VI election.
Rex Taylor was re-elected for a new term.
·
B. Ritter nominated Mann
for Chairman. Friesel seconded. All “ayes.”
Motion carried.

Mann nominated Hobson
for Vice-Chairman. Cassal
seconded. All “ayes.” Motion carried.
·
Mann nominated Friesel
for Treasurer. Cassal seconded. All “ayes.”
Motion carried.
B. RITTER MOTIONED TO ADJOURN. KELLY SECONDED. ALL “AYES.” MOTION
CARRIED. MEETING ADJOURNED AT 8:15 P.M.
