Riddle Point Park Shelter
July 23, 2005
The July 23, 2005 meeting of the Lake Lemon Conservancy District was held at the Riddle Point Park Shelter and was called to order by Chairman Marty Mann at 11:15 a.m.
BOARD MEMBERS PRESENT:
Marty Mann, Rex Taylor, Dave Hobson, Bruce Cassal, Dennis Friesel, and
Larry Ritter. ALSO PRESENT: Bob Madden, Manager; Aunna Huber, Board
Recorder; Rachel Atz, CBU Representative, and LLCD Freeholders (see attached
sign-up sheet). ABSENT: Tom Kelly
I.
OPENING COMMENTS
·
Mann thanked all freeholders for attending the
meeting. Aunna Huber, Lake Biologist,
and Rachel Atz, CBU Representative, were introduced.
II. APPROVAL OF JUNE 15, 2005 BOARD MEETING MINUTES (Mann)
RITTER MOTIONED TO APPROVE THE JUNE 15, 2005 MINUTES. CASSAL SECONDED THE MOTION. ALL “AYES.” MOTION CARRIED.
III. TREASURER’S REPORT (Friesel)
· Friesel stated that most revenue received by LLCD is from boat permit sales.
· The loan from Monroe Bank has been extended for one (1) year.
· LLCD still owes $70,000, but will pay it back using Monroe and Brown County tax checks in 2006.
IV. FREEHOLDER SRP COMMITTEE REPORT (Mann and Weber)
· The last meeting was July 6th where the SRP committee narrowed disposal sites down to six (6).
· CBU owned property is not as desirable as private sites due to the associated approval requirements if public land is used.
· Therefore, most sites are on private property.
· The next SRP meeting will be on August 3rd, and the committee will be discussing funding, levels of service, and a freeholder survey.
V. SHORELINE EROSION CONTROL AGREEMENT (Mann)
· Proposed shoreline erosion control agreement is with Dick Payne Excavating.
· 1600 feet of Riddle Point Park shoreline will be riprapped this year.
· Total cost will be $33,600.
· CBU will pay half, for a total of $16,800.
· Contract with Payne is payable over two (2) years.
· This project will cost LLCD $8,400 per year.

MOTION BY RITTER TO APPROVE SHORELINE EROSION CONTROL CONTRACT WITH DICK PAYNE EXCAVATING AS WRITTEN. SECONDED BY HOBSON. ALL “AYES.” MOTION CARRIED.
VI. GIS SUPPORT AGREEMENT

Proposed contract is
with Image Matters, LLC.
·
Consultant will turn
raw data from the bathymetric study into map products.
·
The cost of the
contract will be $2,574.00 to provide support to allow LLCD to do this process
using ArcView.
·
These maps will allow
LLCD to scientifically prioritize areas to be dredged.
·

MOTION BY RITTER TO APPROVE GIS SUPPORT CONTRACT WITH IMAGE MATTERS, LLC AS WRITTEN. SECONDED BY HOBSON. ALL “AYES.” MOTION CARRIED.
VII. MANAGER’S REPORT (Madden/Huber)
A. Fireworks Show Update (Madden)
· The total cost for the fireworks show held on July 2nd was $5700.
· Extra costs such as security and port-o-lets brought the total to $5900.
· Donations collected added up to $5811.
· A decision on next years show will be made at the August Board Meeting.

B. Aquatic Vegetation Treatment Update (Huber)
· On May 18th Aquatic Control, Inc. treated 21.5 acres of curly-leaf pondweed and 105 acres of Eurasian water milfoil.
· On May 19th the reservoir received five inches of rain in two hours.
· On June 8th Aquatic Control, Inc. retreated eight acres of curly-leaf pondweed and two-and-a-half acres of Eurasian water milfoil. Several new areas were also treated which included ten acres of curly-leaf pondweed, six acres of Eurasian water milfoil, and four acres each of coontail and native elodea.
· On June 16th Aquatic Control, Inc. returned to treat portions of Chitwood and Point Idalawn for Eurasian water milfoil, spatterdock, and native elodea.
· On June 30th Aquatic Control, Inc. revisited the reservoir to treat one-half acre of spatterdock, Eurasian water milfoil, and native elodea. Two acres of coontail were also treated.

On July 4th,
a freeholder reported purple loosestrife growing near their shoreline. Approximately 30 plants were confirmed and
dug out by hand on July 6th.
VIII. PUBLIC COMMENT (Mann)
· S. Spalding commented that no boats to his knowledge were being allowed to use the Chitwood ramp without a current LLCD sticker.
· B. Frame wished to know how many feet were supposed to be between docks.
· A. Gandolf commented that people allow their dogs to defecate in the park and they do not pick up after their pet. She mentioned that other parks put up signs encouraging people to pick up after their dog and provide bags and trashcans to make it easier.
· J. Trueblood wanted permission from the board to place a pole in the water to ensure he gets his boat into his docking space.
· M. Sonneborn thanked the board for keeping the lake nice. He also commented that there were two 8’x12’ structures down by the dam on the south shore.
· W. Buck stated that he received a letter from the board saying all boats require a current LLCD boat sticker. He wanted to know the definition of a boat.
· G. Tala mentioned that most people parking on the causeway are fisherman.
