June 15, 2005
The June 15, 2005 meeting of the Lake Lemon Conservancy District was held at the Benton Township Senior Citizens Building and was called to order by Chairman Marty Mann at 6:15 p.m.
BOARD MEMBERS PRESENT:

PRESENT: Bob Madden, Manager; Aunna
Huber, Board Recorder; and LLCD Freeholders (see attached sign-up sheet). ABSENT:

OPENING COMMENTS

Mann thanked all freeholders for attending the meeting.
II. APPROVAL OF MAY 18, 2005 BOARD MEETING MINUTES (Mann)
KELLY MOTIONED TO APPROVE THE MAY 18, 2005 MINUTES. RITTER SECONDED THE MOTION. ALL “AYES.” MOTION CARRIED.
III. TREASURER’S REPORT (Friesel)
· Friesel stated that LLCD has $50,000 in Operating Surplus CD’s.
· LLCD currently has $45,187 in the Cumulative Maintenance Fund.
· Friesel is in the process of negotiating with Monroe Bank on extending LLCD’s $125,000 line of credit.
IV. FREEHOLDER SRP COMMITTEE REPORT (Weber)
· The SRP Committee has met three times so far.
· The last meeting was June 1st and R. Kottlowski from Commonwealth Engineers, Inc presented each proposed disposal site.
· Proposed sites will be visited and evaluated next week by Committee Members.
· Committee hopes to select sites at its July 6th meeting.
V. 2006 MARINA FEES DISCUSSION (Mann)
· Fees need to be increased in order to raise revenue to fund the sediment removal project.
· Fees are based on the 2005 sublease fee of $125.
· Fees for residents with subleases and marina slip renters need to be equal.
· The fee increase is calculated from the sublease fee of $125 for two boats, which would equal $62.50 for a single boat in a single slip.
· Discussion led to the decision to postpone fee increase talks until later in the summer with a final decision to be made at the October Board Meeting.
VI. MANAGER’S REPORT (Madden)
A. Aquatic Vegetation Treatment Update (Huber)
· On May 18th Aquatic Control, Inc. treated 21.5 acres of curly-leaf pondweed and 105 acres of Eurasian water milfoil.
· On May 19th the reservoir received five inches of rain in two hours.
· On June 8th Aquatic Control, Inc. retreated eight acres of curly-leaf pondweed and two-and-a-half acres of Eurasian water milfoil. Several new areas were also treated which included ten acres of curly-leaf pondweed, six acres of Eurasian water milfoil, and four acres each of coontail and native elodea.
· On June 16th Aquatic Control, Inc. will return to treat portions of Chitwood and Point Idalawn for Eurasian water milfoil, spatterdock, and native elodea.
B. Sublease Issues
· Renting out Subleases
i. Sublease docks being utilized by non-subleasees will be referred to LLCD Docking Study Group for further review.
· B. Johnson
i. B. Johnson and S. Wehmeier shared a 2005 Sublease Agreement. S. Wehmeier passed away and his property was sold along with the dock and sublease rights.
ii. B. Johnson no longer has sublease access at Point Idalawn, but was granted sublease access on Spillway Road.
iii. B. Johnson is unwilling to use this area, so LLCD is currently looking for a sublease access dock on Point Idalawn for him to share.
· B. Kish
i.
Two of the three trees
located on City of Bloomington Utilities property have been removed.
ii.
The third tree will
not affect neighbor’s view of the lake.
iii.
The bushes still need
to be trimmed back to a four-foot height by June 24th. They will be removed if this has not been
accomplished.
iv.
B. Kish has agreed to
place her dock in the flagged area set by LLCD.
VII. PUBLIC COMMENT (Mann)
· A freeholder commented that numerous boats are being allowed to access the reservoir via the Chitwood ramp. These boats do not have LLCD boat stickers and are not allowed to be on the lake. D. Hobson, District VII Director, will look into the matter.
