May 4, 2005
The May 4, 2005 meeting of
the SRP Freeholder Committee was held at the City of Bloomington Utilities and
was called to order by LLCD Board Chairman Marty Mann at 5:45pm.
Committee
Members present: Hank Berman, Gene Niednagel, William Weber, Michael Grady, Gail
Tala, Mike Sonneborn, Rob Caserotti, Dave Keller, Ed Roehling, Larry Polley,
Roger Watkins, Mark Moser, and Boyd Sturdevant. Also present: Marty Mann, LLCD Chairman; Larry Ritter, LLCD
Vice-Chairman; Bob Madden, Manager; Coleman Smith, Board Recorder; Rachel Atz,
CBU Representative; and LLCD Freeholders (see attached sign-up sheet). Absent: Jim Scrimager and Dennis
Friesel.
I.
ELECTION
OF COMMITTEE CHAIRPERSON
- Weber
and Grady, both interested in the chair position, reviewed their bios for
the committee.
- Tala
discussed the potential for committee co-chairs. The committee discussed
the option.
- The
committee voted 10-3 to have a single chair head the committee.
- William
Weber was elected chairman by secret ballot.
- Mike
Sonneborn (nominated by Larry Polley) was elected vice-chairman of the SRP
Committee. Others nominated included: Mike Grady nominated by Mark Moser
(Grady then removed his name from consideration) and Ed Roehling nominated
by Roger Watkins.
MOTION BY SONNEBORN TO APPROVE APRIL 16, 2005 MINUTES.
SECONDED BY TALA. ALL “AYES.” MOTION CARRIED.
MOTION
BY CASEROTTI TO FOLLOW MEETING PROTOCOLS FOLLOWED BY THE LLCD BOARD OF
DIRECTORS. SECONDED BY ROEHLING. ALL “AYES.” MOTION CARRIED.
II. SRP
DISPOSAL SITE PRESENTATION:
- Roger
Kottlowski, Commonwealth Engineers, reviewed the potential sediment
disposal sites. (See SRP Binder for flow chart and map of sites.)
- There
are 15 potential disposal sites around the lake. One (1) acre of property
can be used to dispose of approximately 8,000 cubic yards of sediment.
- The
site should be within close proximity to a water outlet.
- An
8-10 inch dredge can remove approximately 15,000 - 20,000 cubic yards of
material annually (500 yds/day).
- There
are three types of dredges
- Horizontal
dredge
- Cutter-head
dredge (Roger recommends)
- Excavator
(ex. Dick Payne’s barge)
- An
“in-water” disposal site will require additional permitting from the Army
Corps of Engineers.
- Weber
suggested that each committee member visit the potential disposal sites to
get a better idea of each site’s feasibility.

at the City of Bloomington Utilities office on Morton Street.
