November 15, 2006
The November 15, 2006 meeting of the Lake Lemon Conservancy District was held at the Benton Township Senior Citizens Building and was called to order by Chairman Marty Mann at 6:00 p.m.
BOARD MEMBERS PRESENT:

Friesel, and Barb Ritter. ALSO
PRESENT: Bob Madden, Manager; Aunna
Huber, Lake Biologist; Rachel Atz, CBU Representative; and LLCD Freeholders

I. OPENING COMMENTS (Mann)

Mann thanked all freeholders for attending the meeting.
II. APPROVAL OF MEETING
MINUTES (Mann)

Approval of October
18, 2006 Board Meeting Minutes.
RITTER MOTIONED TO APPROVE THE OCTOBER 18, 2006 MINUTES. HOBSON SECONDED THE MOTION. ALL “AYES.” MOTION CARRIED.
III. TREASURER’S REPORT (Friesel)
A. November Treasurer’s Report
· LLCD received a 2004 payable 2005 Brown Co. tax installment totaling $18,930.00.
· LLCD should receive 2005 payable 2006 Monroe Co. tax payment before the end of the year.
· LLCD’s October income: $21,088.00.
· LLCD’s October expenses: $17,699.00.
IV. SEDIMENT REMOVAL PROGRAM UPDATE (Madden)
A. 2006 Final Dredging Financial Report (see attached)

LLCD still owes
approximately $55,000 in 2006 for SRP costs.

Total material removed
in 2006: 9,780 cubic yards.

Truck transfer
site: 360 cubic yards

Boating/ski area: 4,250 cubic yards
o
East end boating
channel: 5,220 cubic yards

A location of an
alternative disposal site on the east end is still being investigated.
B. Neighborhood Meeting (see attached)
· Letter was written by freeholders on Spillway Road who are being affected by the dredging equipment and disposal of sediment in their area.
· A meeting to discuss homeowner’s concerns is set for December 2, 2006 at 11:00 a.m. at the Benton Township Senior Citizens Building in Unionville.
V. RESOLUTION – 2007 BOARD MEETINGS
· LLCD Board meetings will be held on the third Wednesday of the month at 6:00 p.m. at the Benton Township Senior Citizens Building in Unionville.
· The annual meeting will be held on February 7th, at 6:00 p.m. in the Third Floor Meeting Room in the Monroe County Courthouse.
· July and August meetings will be held on the third Saturday of the month at 11:00 a.m. at Riddle Point Park Shelter.
HOBSON MOTIONED TO APPROVE THE 2007 LLCD MEETING TIMES AS WRITTEN. SECONDED BY RITTER. ALL “AYES.” MOTION CARRIED.
VI. MANAGER’S REPORT (Madden)
A. 2007 Board Election Update
· District VII Director Dave Hobson’s term expires this year.
· Currently, only Dave Hobson’s nomination has been received.
· Nominations need to be submitted to the LLCD Office by December 1st, 2006 and must be signed by at least 5 freeholders from District VII.
B. 2006 Dam/Spillway Inspection Report (see attached)
· During the inspection, a joint was found that needs to be repaired, but not immediately. This is a long-term maintenance concern.
· Several other repair recommendations were made. Madden will get with CBU to determine a course of action to address concerns.
· The dam and spillway received a satisfactory rating. IDNR will comment on the inspection report within the next several months.
C. Winter Drawdown
· A drawdown has been attempted every year. The last significant drawdown occurred in 1999/2000.
· An engineering study of the sluice gate, as requested by IDNR, was completed in September.
· The inspection recommended the gate be exercised to its full limit at least once per year.
· Options for operating the gate include:
o Do not operate/open at all.
o Open 1/3 of the way like in previous years.
o Open more fully (1/2 to 3/4) than in previous years.
· Discussion:
o Open the gate and then reinspect it every 2 to 3 years to make sure everything is still working properly.
o Drawdown this year and see if benefits outweigh the costs (weed control, shoreline improvement, improved fishery).
o LLCD needs to advise the CBU soon if the drawdown is to happen this year.
o Freeholder D. Ison stated the sluice gate was originally meant to be a gauging station to allow the lake to be drawn down to supply water to farmers in times of drought. The gate was not meant to be used as a way to drawdown the lake.
· If the sluice gate is opened 1/3 of the way with no additional precipitation, the lake can be drawn down approximately 1.2 inches per day.
· If the sluice gate is opened 1/2 to 3/4 of capacity with no additional precipitation, it is estimated the lake will lose 2 to 3 inches per day.
· The gate should be opened around December 1st and closed around February 1st. Goal is to obtain a 3 to 4 foot drawdown.
MOTION BY MANN TO AUTHORIZE LAKE MANAGER TO MAKE REQUEST TO THE CBU TO PERMIT THE LLCD TO DRAWDOWN THE LAKE BY OPENING THE SLUICE GATE 1/2 TO 3/4 OF CAPACITY AND STOP DRAWDOWN ON JANUARY 31ST WITH THE KNOWLEDGE THAT AN INSPECTION WILL BE DONE NEXT YEAR AND NEEDED REPAIRS MADE. SECONDED BY FRIESEL. ALL “AYES.” MOTION CARRIED.
D. Shelter House Chimney Repair Discussion (see attached)
· The tuckpointing and chimneys need to be repaired on the shelter house.
· Repair estimates range from $6,000 to $8,000.
· This project is in the discussion phase right now and expertise/assistance from the CBU will be sought.
VII. PUBLIC COMMENT
