The August 3, 2005 meeting
of the SRP Freeholder Committee was held at the City of Bloomington Utilities
and was called to order by SRP Chairman William Weber at 5:45pm.
Committee
Members present: Hank Berman, William Weber, Michael Grady, Mike Sonneborn, Rob
Caserotti, Ed Roehling, Larry Polley, Mark Moser, Gene Niednagel, Gail Tala,
Dave Keller, Jim Scrimager, and Boyd Sturdevant. Also present: Marty Mann, LLCD Chairman; Larry Ritter, LLCD
Vice-Chairman; Dennis Friesel, LLCD Treasurer; Bob Madden, Manager; Aunna
Huber, Board Recorder; Rachel Atz, CBU Representative; and LLCD Freeholders
(see attached sign-up sheet). Absent: Roger Watkins

FREEHOLDER SURVEY
DISCUSSION
· Introduction of Frank Vilardo.
o Retired IU SPEA Professor.
o Will help compose survey.
· Vilardo asked why we were doing a survey.
o Need opinions on funding.
o Need to have an idea of what areas should be dredged first.
o Need to see what levels of service people are willing to pay for.
o Need to get an overall attitude towards dredging.
o Need to see how the sediment directly affects the freeholders.
o Need to see the level of disruption freeholders are willing to tolerate to get the job done quickly.
· It was decided that an informative introduction was needed for freeholders to make informed decisions and to clear up any confusion about the project.
· We don’t want to set expectations too high.
o Things could go wrong.
o Schedules get changed.
o Budget constraints.
· A mission statement or charter could be written to address:
o Access
o Safety
o Overall health of the lake
· Basic questions need to be developed and then Vilardo would format them properly.
· Want to end up with approximately a five-minute survey of about 12-15 questions.
· Broad categories could be as follows:
o Financing
§ Progressive tax
§ Special benefit tax
§ Services received tax
o Priority
§ Boating access
§ Safety
§ Overall heath of the lake
o Convenience
§ How much inconvenience are freeholders willing to accept?
o Timing
§ How quickly should project start?
· Several alternatives could be looked at for the sediment removal project.
o Drawdown (Dig out in the dry)
o Excavator/Barge
o Hydraulic dredge
· We are revisiting the excavator alternative (see attached) for these reasons:
o Long distance to disposal sites (see attached).
o Up to 2 miles of pipeline.
o Pipeline would hinder boating access.
o High cost of disposal site preparation.
· Roger Kottlowski, Commonwealth Engineers, has provided a summary of hydraulic dredging versus an excavator (see attached).
· Benefits of using the excavator:
o Moving mostly dry material.
o Capitol costs decreased.
o Easy to move on lake (flexibility).
o Easier to get permits.
o Can pull out trees and miscellaneous debris.
o Can be used for other tasks.
§ Storm clean up.
§ Shoreline protection projects.
o Can start dredging sooner.
o No tax increase for 2 years.
· Drawbacks of using the excavator:
o Transportation costs.
§ Excavator barge holds 35 cubic yards of material.
§ Trucks hold 12-14 cubic yards of material.
§ Downtime waiting for truck to return.
· Central disposal sites will still be used plus smaller tracts of land.
· Estimate 5 barge loads per day.
· Can apply the $100,000.00 grant from DNR to hire a contractor.
o Year 1: Contract
o Year 2: Contract
o Year 3: Purchase equipment
· Next steps:
o Review and refine tentative questions for freeholder survey.
o Inform Board.
o Get disposal sites and contract.
o Finalize contract with excavator.
o Have Kottlowski get the appropriate permits.
· Continue discussion of freeholder survey.
· Next SRP meeting will be held on September 14, 2005 at 5:30pm. The meeting will be held at the City of Bloomington Utilities office on Morton Street
