SRP Freeholder Committee Meeting Minutes

The June 1, 2005 meeting of the SRP Freeholder Committee was held at the City of Bloomington Utilities and was called to order by SRP Chairman William Weber at 5:45pm.

 

Committee Members present:  Hank Berman, William Weber, Michael Grady, Mike Sonneborn, Rob Caserotti, Ed Roehling, Larry Polley, Roger Watkins, Mark Moser, and Boyd Sturdevant. Also present: Marty Mann, LLCD Chairman; Larry Ritter, LLCD Vice-Chairman; Bob Madden, Manager; Aunna Huber, Board Recorder; Rachel Atz, CBU Representative; and LLCD Freeholders (see attached sign-up sheet). Absent: Dave Keller, Gene Niednagel, Gail Tala, and Dennis Friesel.

 

MOTION BY SONNEBORN TO APPROVE MAY 4, 2005 MINUTES, SECONDED BY BERMAN.  ALL “AYES.”  MOTION CARRIED.

 

I.                   SRP DISPOSAL SITE PRESENTATION:

·        Roger Kottlowski, Commonwealth Engineers, reviewed the potential sediment disposal sites and selection of an appropriate site. (See SRP Binder for flow chart, map of sites, and presentation.)

·        Bathymetric study shows approximately 100,000 yards of sediment need to be removed.

·        No treatment needed for sediment.

·        Some arsenic found, but levels are normal for this area.

·        Used dredges with an 8-inch pipe can move material 2500 feet.

·        Used dredges with a 10-inch pipe can move material up to 1 mile.  (Roger recommends.)

·        The dredge can be operated after thaw and before freeze.

·        Possible to dredge during off-season to avoid boating problems.

·        10-inch dredge has 400 to 600 hp.

·        Can dredge 75% per day.  25% is set-up, takedown, and maintenance.

·        Used dredges run from $100,000 to $200,000.

·        Will need 2 additional workboats to bring fuel to dredge and rotate operators.

·        Will require 1 person to operate dredge and another to operate workboat.

 

II.                TOPICS FOR DISCUSSION:

·        Surveys to freeholders vs. committee representing constituents.

·        Choose 5 sites out of 15 and weigh pros and cons of selecting each site.

·        Goal when selecting these sites is to minimize controversy and the risk of failure.

·        Start matrix with 5 or 6 criteria to weigh best site selection.

 

III.             NEXT MEETING DATE AND ADJOURNMENT:

·         Next SRP meeting will be held on July 6, 2005 at 5:30pm. The meeting will be held at the City of Bloomington Utilities office on Morton Street.
